आपण बरेचदा एकूण व्यवस्थेला दोष देतो आणि प्रयत्न सोडून देतो. त्यामुळे सामाजिक नैराश्य किंवा ताण निर्माण होतो. अप्रतिम मीडियाने हा सोशल डीस्ट्रेस लक्षात घेतला तो आधी पत्रकार म्हणून आणि मग लोकसंवाद कार्यक्रम व्यवस्थापक म्हणून. ‘ए एम २०३२ लाईव्ह – श्वास महाराष्ट्राचा’ ही कृती कार्यक्रमाची पुढील किमान ८ वर्षे चालेल, अशी प्रत्यक्ष लोक सहभागातील मालिका आहे. आता, केंद्र, राज्य आणि स्थानिक स्वराज्य संस्थांच्या सर्वच प्रकारच्या योजनांचे स्थानिक लोकांच्या मतांनुसार; कायदेशीर चौकटीतच परंतु अपारंपरिक पद्धतीने ‘सोशल ऑडीट’ केले जाणार आहे.

अप्रतिम मीडिया पार्श्वभूमी –

महाराष्ट्र राज्याच्या सुवर्णमहोत्सवी (२०१०-२०११) वर्षापासून या दोन्ही भूमिकेतून वाटचाल सुरु केली. त्यावेळी मिलिनियम डेव्हलपमेंट गोल्स (…….) समोर ठेवून पर्यावरण ते राजकारण एकूण ३० विकास समस्यांवर सर्व सामान्य नागरिकांची मते गोळा केली. अप्रतिम महावक्ता हे व्यासपीठ तयार केले. मुंबई, पुणे, नागपूर, संभाजीनगर, नाशिक अशा विभागीय पातळीवर किमान २ वेळा जाहीरपणे जबाबदार नागरिक बोलले. (……युट्युब ) तत्कालिन मुख्यमंत्री स्व.विलासराव देशमुख यांनी या लोकसंवाद मालिकेचे कौतुक केले होते. तसेच विविध माध्यम प्रकारातील वार्ताहर ते संपादक पत्रकार यांनी राजकारण, पर्यावरण, सामाजिक, शैक्षणिक, आर्थिक, आरोग्य, पर्यटन, उद्योग-व्यापार, महिला, युवा, क्रीडा, कला व संस्कृती, साहित्य, गुन्हेगारी वृत्त, स्थानिक स्वराज्य संस्था या इतर प्रांतामध्ये केलेली विशेष वृत्तांकन व विश्लेषण लक्षात घेवून ‘चौथास्तंभ विशेष पत्रकारिता राज्यस्तरीय पुरस्कार’ देण्याची परंपरा सुरु केली. दरम्यानच्या काळात अनेक पुरस्कार कार्यक्रम घेण्यात आले आहेत.

अलिकडच्या काळात ६ जानेवारी २०२३ रोजी दर्पण मराठी पत्रकार दिनाच्या निमित्ताने मुख्यमंत्री एकनाथ शिंदे यांच्या हस्ते ‘ए एम २०३२ लाईव्ह-श्वास महाराष्ट्राचा’ या विक्रमी कार्यक्रम मालिकेच्या लोगोचे प्रकाशन व चौथास्तंभ पुरस्काराचे वितरण करण्यात आले. ३० नोव्हेंबर २०२३ रोजी ‘पहिली महाराष्ट्र शाश्वत विकास ध्येये परिषद’ मुंबई येथे घेण्यात आली. या परिषदेसाठी केंद्रीय अर्थ राज्यमंत्री डॉ. भागवत कराड यांच्यासह अनेक पाहुण्यांची उपस्थिती होती. अनेक सामाजिक संस्थांना, शासकीय अधिकाऱ्यांना ‘अप्रतिम गौरव’ पुरस्कार या परिषदेत देण्यात आला होता.

      आता, यंदा २०२४ & २०२५ मधील विकास केंद्रित पत्रकारिता गुणवत्ता पूर्ण करणाऱ्या पत्रकारांना (१) चौथा स्तंभ राज्यस्तरीय पुरस्कार, (२) ग्रामीण-शहरी स्थानिक विकास प्रवीण प्रशिक्षकांना एसडीजी मास्टर ट्रेनर जिल्हास्तरीय पुरस्कार, (३) राज्य शासनाच्या एसडीजी संबधित विभाग/संस्था अधिकाऱ्यांसाठी तसेच एनजीओ पदाधिकाऱ्यांसाठी पुरस्कार (४) सामाजिक बांधिलकीपोटी सेवा/प्रकल्प राबविणाऱ्या कंपन्यांना कार्पोरेट पुरस्कार हे अप्रतिम गौरव पुरस्कार  देण्यात येणार आहेत.

‘ए एम २०३२ लाईव्ह – श्वास महाराष्ट्राचा’ सोशल ऑडीट ड्राईव्ह

१ जानेवारी २०१६ पासून संयुक्त राष्ट्र संघटनेने सर्व राष्ट्रांनी स्थानिक पातळीवर अंमलात आणावयाची जागतिक ध्येये घोषित केली होती व आहेत. आम्ही पत्रकार २४ तास गल्ली-गल्लीत गटारी तुंबल्यापासून ते दिल्ली राजधानीतील प्रदूषणाच्या बातम्या देत असतो. राजकीय इच्छाशक्ती नसल्याने शाश्वत विकासाच्या दृष्टीकोनातून पाहिल्यास फार काही आशादायक चित्र दिसत नांही. त्यात अनेक गावे खऱ्या जागरूकतेने आपले स्मार्ट आणि (सास्तानेबळ ) यशस्वीपणे करतात. गावच्या बाकी साऱ्या भानगडी बाजूला ठेवून ग्रामसभेत मोकळे बोलत एकत्र येतात आणि सर्वांनी एकत्रितपणे निश्चय केला, त्यानुसार आपापला भर उचलत सामाजिक काम केले तर अशक्य काहीच नाही, हे दाखवून देतात. महाराष्ट्रासह अनेक राज्यांमध्ये गावे आहेत. लहान-मोठ्या शहरांमध्ये असंख्य विद्यार्थी, महिला, ज्येष्ठ नागरिक पर्यावरणाचे रक्षण करण्यासाठी पुढे येतात. लोकांची ही  मानसिकता लक्षात घेवून धोरणे आखली, त्याप्रमाणे निर्णय घेतले, प्रत्यक्ष अंमलबजावणी केली, त्यात पारदर्शकता व गुणवत्ता ठेवली तर राज्यकर्त्यांचे & विरोधकांचेही लोक स्वागत करतात. मात्र, याउलट जेव्हा मोठ्या प्रमाणात राजकारणी नको तो धुडगूस घालतात त्यावेळी लोक रस्त्यावर उतरतात. जाब विचारतात. गैरव्यवहार, भ्रष्ट्राचाराची प्रकरणे बाहेर येतात; तेव्हाही हेच घडते. मग याठिकाणी अगदी सुरुवातीला म्हटल्याप्रमाणे आपण त्या अर्थाने आवाज उठवूनदेखील राज्यकर्ते ऐकतच नाहीत, असे दिसले की लोक प्रयत्न सोडून देतात & नैराश्यात जातात. नेमक्या त्यावेळी खऱ्या अर्थाने सुसंवाद झाला पाहिजेत. प्रत्येक घटकाला स्थानिक समस्या & विकासाबद्दल बोलता आले पाहिजे, संबधित घटकाने ते ऐकले पाहिजेत; अचूक माहिती & वास्तवस्पर्शी मनोरंजनाच्या माध्यमातून ‘अप्रतिम मीडिया’च्या वतीने चालविला जाणारा कृतीशील आराखडा म्हणजेच ‘ए एम २०३२ लाईव्ह – श्वास महाराष्ट्राचा”. त्याचा पहिला टप्पा म्हणून

२०१६–२०२५ या कालावधीचा व्यापक आढावा का महत्त्वाचा आहे?

लोकशाही व्यवस्थेत सार्वजनिक निधीचा वापर, धोरणांची अंमलबजावणी आणि अपेक्षित परिणाम यांचा आढावा घेण्यासाठी सोशल ऑडिट ही एक महत्त्वाची साधनप्रक्रिया मानली जाते. भारतात व महाराष्ट्रात अनेक योजनांसाठी सोशल ऑडिटची तरतूद असली, तरी ती प्रामुख्याने निवडक कार्यक्रमांपुरती मर्यादित राहिल्याचे दिसते.

१ जानेवारी २०१६ ते ३१ डिसेंबर २०२५ या नऊ वर्षांच्या कालावधीत केंद्र व राज्य शासनाने विविध क्षेत्रांमध्ये मोठ्या प्रमाणावर सार्वजनिक खर्च केला. या कालखंडाचा एकत्रित, स्वतंत्र आणि लोकसहभागातून सामाजिक आढावा उपलब्ध नसणे हा धोरणात्मक विचाराचा विषय ठरतो. कारण अशा आढाव्यामुळे योजना प्रत्यक्षात कितपत प्रभावी ठरल्या, लाभार्थ्यांपर्यंत सेवा पोहोचली का, आणि खर्च-परिणाम यांचा मेळ बसतो का—याची वस्तुनिष्ठ माहिती मिळू शकते.

सोशल ऑडिटचा उद्देश दोषारोप नव्हे, तर पुराव्याधारित सुधारणा हा असतो. आढाव्यातून अंमलबजावणीतील अडथळे, प्रक्रियात्मक विलंब, समन्वयातील त्रुटी किंवा पुनर्रचनेची गरज असलेली क्षेत्रे स्पष्ट होतात. त्यामुळे धोरणनिर्मिती अधिक परिणामकारक होण्यास मदत होते.

या पार्श्वभूमीवर, २०१६–२०२५ या कालावधीत राबविलेल्या योजनांचा मानकीकृत चौकट, स्पष्ट निकष आणि सार्वजनिक सहभाग असलेला व्यापक सोशल ऑडिट मॉडेल विकसित करणे उपयुक्त ठरू शकते. यामध्ये खुला डेटा, तृतीय-पक्ष मूल्यांकन, स्थानिक स्वराज्य संस्थांचा सहभाग आणि वेळेत सार्वजनिक अहवाल यांचा समावेश अपेक्षित आहे.

पारदर्शकता ही कोणत्याही शासनव्यवस्थेची ताकद असते. व्यापक सोशल ऑडिट ही केवळ प्रशासकीय प्रक्रिया नसून, धोरणात्मक शिकवण देणारे साधन ठरू शकते—जे शेवटी सार्वजनिक विश्वास दृढ करते.

We often blame the system as a whole and eventually give up trying. This leads to social distress, frustration, and disengagement. Apratim Media recognized this social distress—first in its role as journalists, and later as facilitators of public dialogue and action-oriented communication.

“AM 2032 LIVE – Shwaas Maharashtraacha” is a participatory action programme series designed to run continuously for at least the next eight years, with direct public involvement. Under this initiative, all types of schemes implemented by the Central Government, State Government, and Local Self-Government Institutions will be subjected to a Social Audit—based on local citizens’ perspectives, conducted strictly within the legal framework, yet using innovative and non-conventional approaches.

Background of Apratim Media

Since the Golden Jubilee Year of Maharashtra State (2010–2011), Apratim Media has been actively engaged in both journalism and public dialogue facilitation. At that time, with the Millennium Development Goals (MDGs) as a reference framework, public opinions of ordinary citizens were collected on nearly 30 development-related issues, ranging from environment to politics.

The platform “Apratim Mahavakta” was created to enable responsible citizens to speak openly. At divisional levels—Mumbai, Pune, Nagpur, Sambhajinagar, Nashik—public dialogues were conducted at least twice in each region. These initiatives were appreciated by the then Hon. Chief Minister Late Vilasrao Deshmukh.

Considering the quality of specialized reporting and analysis by journalists—ranging from politics, environment, society, education, economy, health, tourism, industry and trade, women, youth, sports, arts and culture, literature, crime reporting, and local self-government—a tradition of awarding the “Fourth Pillar Special State-Level Journalism Awards” was established. Several award ceremonies have been conducted over the years.

More recently, on 6 January 2023, on the occasion of Darpan Marathi Journalist Day, the logo of the record-breaking programme series “AM 2032 LIVE – Shwaas Maharashtraacha” was unveiled by Hon. Chief Minister Eknath Shinde, along with the distribution of the Fourth Pillar Awards.

On 30 November 2023, the First Maharashtra Sustainable Development Goals Conference was held in Mumbai, attended by several dignitaries including Union Minister of State for Finance Dr. Bhagwat Karad. During this conference, social organisations and government officials were honoured with the “Apratim Gaurav” Awards.

Apratim Gaurav Awards (2024–2025)

In the years 2024 and 2025, the following awards will be presented:

1. Fourth Pillar State-Level Awards for journalists demonstrating excellence in development-oriented journalism
2. SDG Master Trainer District-Level Awards for rural and urban local development trainers
3. Awards for State Government SDG-related departments/institutions and NGO office-bearers
4. Corporate Awards for companies implementing socially responsible service initiatives or projects

From 1 January 2016, the United Nations declared global goals to be implemented locally by all nations. Journalists report continuously—from clogged drains in neighbourhoods to pollution levels in the national capital. Yet, from a sustainable development perspective, the overall picture often appears discouraging due to a lack of political will.

At the same time, several villages across Maharashtra and other states demonstrate genuine awareness. Setting aside local disputes, villagers come together in Gram Sabhas, engage in open discussions, take collective decisions, and share responsibilities—proving that meaningful social transformation is possible. Similarly, in small and large cities alike, students, women, and senior citizens actively participate in environmental protection efforts.

When policies are framed keeping this public mindset in focus, decisions are taken accordingly, implementation is transparent, and quality is maintained—such governance efforts are welcomed by both the public and political opposition. Conversely, when irresponsible political behaviour prevails, people take to the streets, demand accountability, and expose corruption and malpractice.

However, when citizens feel that their voices are repeatedly ignored despite raising concerns, they often lose hope and fall into frustration. It is precisely at this point that meaningful dialogue becomes essential.

Every stakeholder must be able to speak about local issues and development; concerned authorities must listen. Through accurate information and reality-based infotainment, Apratim Media’s action-oriented framework—“AM 2032 LIVE – Shwaas Maharashtraacha”—seeks to enable this dialogue.

As its first phase, the initiative promotes public dialogue and participation through its unique conceptual and action framework.

Why Is a Comprehensive Review of 2016–2025 Important?

In a democratic system, social audit is considered a crucial tool for reviewing the use of public funds, policy implementation, and intended outcomes. Although provisions for social audits exist for several schemes in India and Maharashtra, in practice they remain limited to selected programmes.

Between 1 January 2016 and 31 December 2025, the Central and State Governments incurred substantial public expenditure across multiple sectors. The absence of a comprehensive, independent, and participatory social review of this period raises important policy questions. Such a review can provide objective insights into whether schemes were effective on the ground, whether services reached beneficiaries, and whether spending translated into outcomes.

The purpose of social audit is not blame, but evidence-based improvement. Reviews help identify implementation barriers, procedural delays, coordination gaps, and areas requiring restructuring—thereby supporting more effective policy-making.

In this context, developing a standardised social audit model for the 2016–2025 period—featuring clear criteria, public participation, open data, third-party evaluation, involvement of local self-government institutions, and timely public reporting—can be highly beneficial.

Transparency is the strength of any governance system.
A comprehensive social audit is not merely an administrative process; it is a learning-oriented policy instrument that ultimately strengthens public trust.
